Consumers are spending more of their time glued to their phones—watching videos, shopping, keeping tabs on their friends and staying on top of work—than on the personal computers once at the center of the tech sector.</span></div>

The latter category includes Microsoft, the PC software pioneer, and Nokia, a leader in early cellphones that has fallen behind since Apple’s 2007 introduction of the iPhone made smartphones a staple for many consumers.</span></div>

<span style="font-family: Georgia, Times New Roman, serif;">In a widely quoted internal memo, Mr. Elop compared Nokia to a man working on a burning oil platform in the middle of the North Sea. The man’s unpalatable options were to risk death on the “burning platform,” or take a risky plunge into the freezing water for a shot at saving himself.</span></div>

Nokia jumped at an alliance with Microsoft, which at the time was looking for an ally for its new smartphone software. Nokia picked Microsoft’s Windows Phone smartphone system over Google Inc.’s Android software in the battle against Apple. Microsoft and Nokia agreed to a broad partnership that made the companies deeply dependent on each other for their mobile future.</span></div>

While Windows Phone has leapfrogged Research In Motion Ltd.’s BlackBerry as the third-biggest smartphone system in the world, sales continue to struggle amid competition from Samsung and other smartphones powered by Android.</span></div>

But it remains a disappointment, as Samsung, HTC Corp. and other phone makers stress Android and treat their work with Windows Phone as a sideline.</span></div>

That means Microsoft needs Nokia to stay financially viable and committed to Microsoft.</span></div>

The Wall Street Journal previously reported that Microsoft has tested with suppliers designs for its own smartphone handset, another first for Microsoft. The status of a company smartphone is unclear.</span></div>

The companies’ existing partnership essentially made the Finnish company entirely dependent on Microsoft, without requiring Mr. Ballmer to buy Nokia outright.</span></div>

During his tenure, the company’s stock-market value had cratered to about €30 billion when he was hired in 2010 to about €10 billion this spring. At its height during the tech bubble in 2000, Nokia was worth €303 billion. The discussions with Microsoft, even if they failed to result in a deal, suggest that major chunks of the company seem to effectively be in play.</span></div>

It's another year and another shake-up for Microsoft. This time it's the whole company. But the question remains whether this latest shake-up will really solve Microsoft's problem.<br />
<br />
It has a sound like that of a trumpet its Great Reorg of 2013 with more than the usual hype. This time the department included a press and analyst briefing, a company town hall and a speech from Microsoft CEO Steve Ballmer.<br />
<br />
The good news is that Ballmer and other top Microsoft executives realize that the company has to change. The bad news is that Microsoft has a mixed history when it comes to solving the company's management problems through corporate restructuring<br />
<br />
The company certainly has had management problems, some of which could in fact be changed by reorganizing operations along a functional model. And much of what Ballmer said rings true. Until the July 11 announcements, internal feuds between divisions were legendary.<br />
<br />
Association politics swarm away a lot of Microsoft's best and brightest, while keeping the rest from innovating as they should. Worse, in some of It's declare purify the company to be dismissed its best people and practice those who had mastered corporate infighting. This time Ballmer personally installed specific new people into some of the positions the company has created. The result is what Ballmer calls .<br />

 Unlike the actions that Microsoft executives took during their unannounced reorgs in years past where employees were left to wonder if they had a job, this time there was some structure. But it's unclear whether the changes have filtered down to the rank and file now.<br />

So what did Ballmer promise?<br />

 In a very long and somewhat rambling memo, he laid out the new functional organization that Microsoft will follow. He also said that the changes were strategic and that current projects, such as Windows 8.1, Windows Phone and the Xbox, would be unaffected for now.<br />
<br />
 Ballmer also talked about reforming the Windows Store and moving to a business model that could keep up with changes in technology.<br />
<br />
<br />
But what Ballmer didn't really address is something much more important in the long run, and that's finding out what customers actually want in terms of products from Microsoft and how they want those products delivered.<br />
<br />
 It's here that big technology companies are finding that opportunities are rife for missteps. How else can you explain the debacle that was Windows 8?<br />
<br />
Microsoft was well aware that customers like Windows and Windows-like operating systems. Many of the user interfaces for Linux look like they came straight from Redmond, for example. Windows 8 probably tested very well with people using mobile devices where it makes sense. But how could<br />

Microsoft's product managers release a touch-based operating system interface on a customer base that is equipped in large part with a keyboard and mouse hardware?<br />

But again, I can get most of that from a similarly priced Windows 8 tablet for $500 to $700. For me — and I suspect many of you — it comes down to the available applications for Windows RT. It’s been a while since I last checked, but with the new keyboard incentive, I plan to look again at the app catalog over the next 30 days.</div>
